Pops in EU5: The Population Engine Everything Else Runs On

Everything in EU5 is downstream of pops — taxes, armies, trade, control, even your characters. This page is the engine room: how people are born, what class they’re born into, how they climb, when they move, and which three dials (food, satisfaction, literacy) decide whether your population compounds or decays.

Growth: the arithmetic and the ceiling

Monthly births follow a formula the wiki documents outright: (pops × growth rate) ÷ 12, rounded up — 10,000 people at 1% growth is 9 new pops a month. Growth rate itself is pushed up by prosperity, spare capacity, cheap food, and provincial food stores, and dragged down by famine, disease, sieges, and calamities. One subtlety worth internalizing: “starvation” is implemented as negative growth, so a stack of penalties can shrink a well-fed province — when population falls, audit all the growth inputs, not just granaries.

The ceiling is Population Capacity, set by location rank, vegetation, climate, development, coastline, and capital status. The curve around it does your planning for you: locations under ~10% of capacity boom, locations at capacity stall and start exporting people. Development raises the ceiling — which is the real long-game reason to develop: you’re not buying output, you’re buying room for the people who’ll produce it.

The class ladder: jobs pull, time doesn’t

New pops are born peasants or tribesmen — assigned by the ratio between just those two classes, a calculation with a famous side effect (see the FAQ on urban tribesmen). From there the ladder is employment-driven in both directions: unemployed tribesmen and slaves drift up to peasants; peasants promote into higher classes only when those classes have open jobs; and if a class outgrows its employment, pops demote back to peasants. Two patterns worth reading out of the table rather than skimming past. Nobles and Clerics eat disproportionately more (20 and 5 food per 1,000 respectively) than the working classes they sit above — a large noble estate is a real logistics line item, not just a political one. And only Laborers and Slaves can gather raw materials directly, which is why RGO-heavy provinces live and die on those two classes specifically rather than on population size in the abstract — a province full of Peasants with no Laborers is demographically large and economically idle.

Migration: attraction plus permission

Pops flow along Migration Attraction: negative-attraction locations leak people toward the highest-attraction location in the same market. But movement is two-factor — attraction supplies the destination, estate privileges supply the permission: laborers, soldiers, peasants, tribesmen and slaves are immobile until the relevant privilege exists. Colonial charters (see the exploration mechanics) are the designed exception that moves people anyway. The strategic read: internal migration is a policy lever with an estate price tag, and market borders are also migration borders — another quiet reason market layout matters.

The three dials

Food. Produced by food RGOs, villages — and by unemployed laborers and slaves, which makes idle hands literally subsistence farming. Local productivity swings on hard numbers: rural settlements +10% but towns −20% and cities −33% (cities eat, they don’t grow food), development up to +100%, raised levies −20% (mobilization starves fields), winters from −25% mild to a brutal −200% severe. Feeding cities is a logistics commitment, not a default.

Satisfaction. Six inputs — estate satisfaction, unrest, religious tolerance, culture status, needs, and the market price of needs — and a per-point cost below 100% including monthly prosperity. Note how many of those inputs are other systems: estates, religion, culture, and markets all cash out here, which is why every death-spiral table on this site eventually routes through an unhappy population.

Literacy. The compounder: per-class contributions improve with it, the country average pays a bonus per 1%, and local class literacy accelerates local mechanics (peasant literacy speeds promotion). Clergy are the load-bearing class here — their presence and quality drive the conversion machinery our culture guide leans on — so the clerical buildings you fund are, functionally, your education and assimilation budget.

Why can't my peasants just move where I need them?

Migration follows Migration Attraction — pops in negative-attraction locations drift toward the highest-attraction location in the same market — but the lower classes (laborers, soldiers, peasants, tribesmen, slaves) need specific estate privileges before they're allowed to migrate at all, a permission the game files gate per class. Freedom of movement is literally a policy you grant, with the estate consequences that implies.

Why are tribesmen appearing in my urbanized provinces?

A documented quirk of the birth calculation: newborns are assigned peasant or tribesman by the ratio between those two classes only — promoted classes don't count in the ratio. A heavily urbanized location that promoted away its peasants but still hosts some tribesmen can therefore see tribesmen births rise unexpectedly. The fix is upstream: promote or convert the tribesmen, not the symptom.

What does literacy actually do?

Three layers: each pop's literacy improves what its class contributes; country Average Literacy pays a bonus per 1%; and class-level local effects exist — peasant literacy, for instance, speeds promotion in that location. Literacy is the compounding stat: it makes every other pop mechanic run faster.

What drives pop satisfaction?

Six documented inputs: their estate's satisfaction, local unrest, their religion's tolerance, their culture's status, their needs, and the market price of those needs. Every point below 100% costs — including a monthly prosperity penalty — so satisfaction isn't a mood, it's a production modifier.
